RCN and Starpower Sign Deal

February 27, 2002 -- RCN Corporation (Nasdaq: RCNC) and Starpower Communications, LLC (the joint venture between RCN and Washington, DC-based Pepco Communications), announced a 5-year, multimillion dollar agreement with Qmedia, Inc. to provide fiber rings in New York City and Washington, DC. Exact terms of the agreement were not disclosed.

Utilizing a portion of RCN's high capacity fiber-optic network, each ring will connect six locations to Qmedia's hub site in each city and provide connectivity to Qmedia's national fiber optic network, which is being built for broadcasters, producers, media distributors and other media-centric companies. Installation of the city rings is expected to be complete by June 2002.

Qmedia is building a network to allow superior transport of uncompressed video, streaming video, graphics, video over Ethernet and other services for the media industry. Discussions are underway between RCN and Qmedia for expanding the scope of the current relationship.
