February 21, 2002 -- Broadwing Inc. (NYSE:BRW) announced a Service Level Agreement (SLA) Suite that should guarantee latency, packet loss and availability both on and off the Broadwing network for all of its IP products.

Broadwing is guaranteeing less than one percent packet loss, 90 milliseconds round trip latency between the Broadwing network and its top three traffic exchange partners and 100 percent availability with one-hop core routing for off-net traffic.

Broadwing has selected Keynote Systems (NASDAQ:KEYN) to measure and monitor availability and latency between Broadwing and its top traffic exchange partners, which will enable customers to track performance via Broadwing's website.
